Community Based Rehabilitation (CBR)
CBR was initiated by WHO in 1978 in an effort to enhance the quality of life for people with disabilities (PWDs) and their families; meet their basic needs; and ensure their inclusion and participation. WHO defines CBR as a ‘strategy within community development for the rehabilitation, equalization of opportunities, and social integration of all PWDs. CBR is now a multi-sectoral approach working to improve the equalization of opportunities and social inclusion of people with disabilities while combating the perpetual cycle of poverty and disability. CBR is implemented through the combined efforts of people with disabilities, their families and communities, and relevant government and non-government health, education, vocational, social and other services.
Sausar Block of Chhindwara District
People with Disabilities generally lack the community support and are often neglected by the community. Keeping this in mind, GASVS started the programme, Realization of Rights of PwDs through strengthening Disabled Peoples Organisations (DPOs) and leadership qualities in 13 Gram Panchayats covering 22 villages and one Nagar Panchayat of Sansar Block in Chhindwara district. In 22 villages Village Level Disabled Peoples’ Organisations have been formed. These village level DPOs have been federated in to Block Level Disabled Peoples’ Organisation in the name of Chetna Vikalang Sangathan Sausar. 417 (152 female and 265 male) People with Disabilities are the members of Chetna Vikalang Sangthan.
Chetna Vikalang Sangathan is governed by 11 Executive Members who are elected from amongst the members. Of these 11 Executive Members 5 are women and 6 are men members. The DPO is a platform which identifies needs of its members, expresses views on priorities, and evaluates services, and advocates change and public awareness. In other way, the DPO fulfills the role of guardian of PWDs to advocate with the decision makers and service providers at the Gram Panchayat, District and State level.
Pandhurna Block of Chhindwara District
The successful implementation of the CBR porgram in Saunsar Block encouraged GASVS to replicate the successful model in the adjoining Pandurna block. The program was started in April 2015 and is in the third year of implementation. The program is being implemented in 16 Gram Panchayats covering 22 villages of Pandurna Block.
There are 439 (298 men and 141 female) People with Disabilities in these 22 villages. The project focuses on two key components viz.
- Education-focusing on enrollment of Children with Disabilities in the regular schools and the follow up of inclusive education.
- Livelihood- support through the program for vocational skill training, open employment, wage employment, self employment, micro savings and accessibility of credit trough other SHGs, micro savings and credit through DPOs and linking to the pension schemes of the Government.
Our Focus on CWDs (children with disabilities)
Children with disabilities (CWDs) are one of the most marginalized and excluded groups in our society. They face discrimination on a daily basis and they are effectively barred from realizing their ‘Rights’ – to healthcare, education and even survival. Their disabilities also place them at a higher risk of abuse and they are less likely to receive help in emergencies. GASVS aligns itself with UNICEF’s vision to work for ‘Child Rights’ in Chhindwara region. Our community based rehabilitation programs are children inclusive and an integral part of our programming.
